Government agencies spend billions of dollars each year for policy analysis with the expectation that improved policy will follow. Although civil servants conduct some analysis themselves, more frequently they contract with research organizations to assess the probable consequences of new social policies and to answer other policy questions.
Jams M. Rogers develops a theory that explains and predicts the impact of policy analysis. He illustrates his theory through welfare reform, where policy analysis is caught in political warfare and has little chance to improve actual policy.
During the 1960s and 1970s over $108 million was spent on four unprecedented social scientific experiments to test the effectiveness of a major proposal to reform the welfare system. Now out of favor, the negative income tax was thn considered to be an appealing alternative to welfare. Starting in New Jersey and Pennsylvania during the Johnson administration, the experimental research continued through Carter's term and helped to keep reform proposal and research organizations alive. This book examines the results of these experiments and their effect on Carter's reform attempt—the Program for Better Jobs and Income.
One of the author's main conclusions concerns the role of value conflict. If there is strong disagreement within society over the goals of policy, analysis will seldom change the minds of decision makers or influence policy. Policy analysis is more likely to influence thinking and policy if the issue involves low conflict.
In the twenty years since the dissolution of the Soviet Union, the fifteen new independent republics have embarked on unprecedented transitions from command economies into market-oriented economies.
Important motivating factors for their reform efforts included issues of geographic and economic proximity to Europe and the influence of the pre-Soviet era histories in those countries. Representations of Indian economic life have played an integral role in discourses about poverty, social policy, and cultural difference but have received surprisingly little attention. Daniel Usner dismantles ideological characterizations of Indian livelihood to reveal the intricacy of economic adaptations in American Indian history.
Officials, reformers, anthropologists, and artists produced images that exacerbated Indians’ economic uncertainty and vulnerability. From Jeffersonian agrarianism to Jazz Age primitivism, European American ideologies not only obscured Indian struggles for survival but also operated as obstacles to their success. Diversification and itinerancy became economic strategies for many Indians, but were generally maligned in the early United States. Indians repeatedly found themselves working in spaces that reinforced misrepresentation and exploitation. Taking advantage of narrow economic opportunities often meant risking cultural integrity and personal dignity: while sales of baskets made by Louisiana Indian women contributed to their identity and community, it encouraged white perceptions of passivity and dependence. When non-Indian consumption of Indian culture emerged in the early twentieth century, even this friendlier market posed challenges to Indian labor and enterprise. The consequences of this dilemma persist today.
Usner reveals that Indian engagement with commerce has consistently defied the narrow choices that observers insisted upon seeing.

Spooner’s original and distinguished contribution to economic and monetary history. Generously illustrated with maps and graphs, and abridged by the author, this study introduces the English-reading audience to the methodological approaches of the modern school of French economic history. In this edition, Spooner covers an additional forty-five years not included in his original work: the period 1680–1725 which marks the prelude to the great monetary reform and consolidation of France in 1726.
In addition to bringing the reader up to date on his continuing research, he presents a number of important conclusions concerning this economic era. Drawing from his vast insight into French monetary history and his thorough technical knowledge of French coinage and minds of the period, the author maps the historical and spatial perspectives of the two and a half centuries when France experienced successive periods of inflation as bullion, copper, and credit emerged into the forefront of economic affairs. To illustrate the way in which the sequence of these periods affected the structure of the French economy, he discusses how the relative supply and demand of the metals used in varying degrees as a medium of exchange increased the demand for the metal and influenced the credit system. Credit thus made a special contribution in coordinating and adjusting the various inconsistencies in the production and circulation of the different metals.

Kedar also analyzes the “routine of dependency” that characterizes IMF-borrower relations with several Latin American countries such as Chile, Peru, and Brazil. Following the largest peasant revolution in history, Russia's urban-based Bolshevik regime was faced with a monumental task: to peacefully “modernize” and eventually “socialize” the peasants in the countryside surrounding Russia's cities. To accomplish this, the Bolshevik leadership created the People's Commissariat of Agriculture (Narkomzem), which would eventually employ 70,000 workers. This commissariat was particularly important, both because of massive famine and because peasants composed the majority of Russia's population; it was also regarded as one of the most moderate state agencies because of its nonviolent approach to rural transformation.
Working from recently opened historical archives, James Heinzen presents a balanced, thorough examination of the political, social, and cultural dilemmas present in the Bolsheviks' strategy for modernizing of the peasantry. He especially focuses on the state employees charged with no less than a complete transformation of an entire class of people. Heinzen ultimately shows how disputes among those involved in this plan-from the government, to Communist leaders, to the peasants themselves-led to the shuttering of the Commissariat of Agriculture and to Stalin's cataclysmic 1929 collectivization of agriculture.
Investing Japan demonstrates that foreign investment is a vital and misunderstood aspect of Japan’s modern economic development. The drive to become a modern industrial power from the 1860s to the 1930s necessitated the adoption and internalization of foreign knowledge. This goal could only be achieved by working within the overarching financial and technological frameworks of Western capitalism. Foreign borrowing, supported by the gold standard, was the crux of Japan’s pre-war capital formation. It simultaneously financed domestic industrial development, the conduct of war, and territorial expansion on the Asian continent. Foreign borrowing also financed the establishment of infrastructure in Japan’s largest cities, the nationalization of railways, the interlinked capital-raising programs of “special banks” and parastatal companies, and the rapid electrification of Japanese industry in the 1920s.
Simon James Bytheway investigates the role played by foreign companies in the Japanese experience of modernization while highlighting their identity as key agents in the processes of industrialization and technology transfer.
